Rather than explain it, watch Marcowargamer explain it - he does it much better than me. You get a hand of cards with symbols on it that are played in order to get them out to battle - but these same cards are also critical for letting you move your troops (the more cards you spend the more troop stacks you can move). In Sekigahara you have pieces that have 1, 2, or 3 symbols on them that represent their strength and clan, and whether they have cavalry or rifles, and whether or not it is a leader. I think Sekigahara is a good game to come from if you have a background in Stratego, but it is a very different game.
